Maryland Building Better Beginnings Equity Report

SPEAKERS

Barbara Andrews, PhD, Administrator, Early Childhood Services, Montgomery County, Department of Health and Human Services

Dr. Barbara Andrews has worked in the education field in early childhood, elementary and before and after school for 39 years. She has experience in the government, non-profit and school sectors. After working as a teacher in early childhood she attained an MA in Education and Human Development from George Washington University and a Doctorate in Education from George Mason University. She has worked as an administrator, a grants and professional development specialist, a college professor and a trainer with students and professionals in education. While she has worked with all age groups from infancy through adulthood, Dr. Andrews’ specialization has always been in early childhood education. Dr. Andrews is currently the Administrator for Early Childhood Services, Department of Health and Human Services, Montgomery County, MD.

Alexis Campbell, MSPH’20, Sr Research Program Coordinator, Population, Family and Reproductive Health, Bloomberg School of Public Health

Alexis Campbell is a Senior Research Program Coordinator for the Early Childhood Services Research Program in the Department of Population, Family and Reproductive Health. Alexis works as a collaborator for Maryland’s Building Better Beginnings (B3) collaborative and New Jersey’s Preschool Development Grant Birth Through Five (PDG B-5). She holds a Master of Science in Public Health from the Johns Hopkins Bloomberg School of Public Health and a Bachelor of Arts from Georgia State University. 

Felicia Jones, EdD, PN3 Project Director, Maryland Family Network

Dr. Felicia Jones is the Prenatal to Three Project Director at Maryland Family Network where she facilitates the work of Building Better Beginnings (B3) collaborative. B3 is a diverse statewide PN-3 collaboration to increase the quality and availability of programs and services and advance policies for pregnant women and children under 36 months with a focus on equity and on meeting the needs of families experiencing adversity, including families of color, English language learners, children with special medical and behavioral needs, and children from families and communities of low income. Dr. Jones has worked in several areas in education including Head Start, Early Head Start, Public PreK, Childcare, Infants & Toddlers, Family Engagement and Involvement, and Food Justice. Felicia holds a Bachelor of Science in Family Science and a minor in Public Health from the University of Maryland, College Park, a Master of Science in Special Education, Mild-Moderate Disabilities, and a Doctor of Education from Johns Hopkins University. Lastly, she is an alumnus of the Princeton Alumnicorps and AASA Urban Superintendent Cohort program. Dr. Jones is currently an Equity Leaders Action Network Fellow with the BUILD Network.

Dr. Minkovitz focuses on enhancing the quality of preventive services for children and understanding how policies and programs impact child and family well-being.
