Hosted by the Institute for Global Tobacco Control (IGTC), the monthly Innovations in Tobacco Control lecture series welcomes key researchers and experts to share ideas, present their work, and spark discussion.

Presented via Zoom webinar, this virtual event welcomes Andre Luiz Oliveira da Silva, PhD, for a lecture entitled, “The Taste of Smoke: The Challenges to Regulate Additives in Tobacco and Nicotine Products.”

The lecture will be followed by a brief moderated Q&A and a recording of the event will subsequently be posted to IGTC’s YouTube channel.

Andre Luiz Oliveira da Silva, PhD

Professor Silva has over 16 years of experience in tobacco control regulation, policy development, enforcement, and implementation, including work at the Brazilian Health Regulatory Agency (ANVISA) since 2005 and ANVISA’s Tobacco Control Office since 2007 (serving as head of the Unit in 2007 to 2014 and in 2019 to 2022). The Tobacco Control Unit is the responsible for registration of tobacco products, enforcement of existing tobacco control regulations and policies, and for recommending updates or new regulations for tobacco control in Brazil. The Tobacco Control Office also provides scientific background and justification to support regulations and regulatory decisions, provides training to state and municipal regulatory agents, and provide technical support to legal demands in courts. In 2012, Silva was responsible for the implementation of the Tobacco Products Laboratory at National Institute of Technology in Brazil. Since 2009, Silva has actively participated in global discussion forums for the implementation of the WHO Framework Convention for Tobacco Control (FCTC), focusing on Articles 9 and 10 of the FCTC (tobacco products’ contents and emissions), wherein in 2019 he was nominated by the FCTC secretariat as one of the 10 global experts to address questions related to the implementation of these two articles.
