Hosted by the Institute for Global Tobacco Control (IGTC), the monthly Innovations in Tobacco Control lecture series welcomes key researchers and experts to share ideas, present their work, and spark discussion.

Presented via Zoom webinar, this virtual event welcomes Allyn L. Taylor, JD, LLM, JSD, for a lecture, entitled “The Origins of the Framework Convention on Tobacco Control.”

The lecture will be followed by a brief moderated Q&A.

Allyn L. Taylor, JD, LLM, JSD

Dr. Allyn Taylor is a globally recognized practitioner, professor and scholar of international law, international organizations and global health policy. She has worked as a legal and health policy adviser on staff and as a consultant with the World Health Organization (WHO), including serving as the senior legal adviser for the negotiation and adoption of the WHO Framework Convention on Tobacco Control (FCTC) and the WHO Global Code of Practice on the International Recruitment of Health Personnel. She initiated the idea of the FCTC as part of her doctoral dissertation at Columbia School of Law. As a legal adviser and consultant at WHO she also represented the Organization in the drafting and negotiation of international legal instruments developed under the auspices of other UN agencies. 

Professor Taylor is an affiliate professor at the University of Washington School of Law and has also taught on the faculty at Georgetown University School of Law, the University of California Hastings College of the Law, the Johns Hopkins Bloomberg School of Public Health, the Johns Hopkins Paul H. Nitze School of Advanced International Studies, and the University of Maryland Schools of Law and Medicine. Internationally, she has been a visiting professor and lectured in programs at Erasmus University Health Law and Science Center, the University of Stockholm, the University of Gothenburg, the University of Groningen Faculty of Law, Catholic University of Lublin Faculty of Law, the University of Salerno Faculty of Law, Tsingtao University Law School, Schwarzman College at Tsingtao University, and the Graduate Institute in Geneva. She is an external advisor at Gondar University Law School.

She has been a consultant with The World Bank, PAHO, WHO, the Aspen Institute Realizing Rights Equitable Globalization Initiative, the International Union Against Cancer, the Center for Science in the Public Interest, the Framework Convention Alliance, the Campaign for Tobacco Free Kids, the All Ireland Institute of Public Health and the Swedish Ministry of Health and Affairs. 

She holds a B.A. and JD from the University of California at Berkeley and a masters and a doctorate in international law from Columbia University School of Law where she was a Ford Foundation Fellow in public international law.
